Charles Hutchins enlisted on February 10, 1862, in Company G, 13th Connecticut Infantry as a private. He was promoted to sergeant on May 20, 1862, and to first sergeant on August 6, 1863; he was reduced to private on September 23, 1863.

The 13th participated in numerous actions in Louisiana, including the siege of Port Hudson.

Hutchins was discharged on January 28, 1864, for promotion to second lieutenant and assigned to Company A, 85th U. S. Colored Troops; he was discharged on May 28, 1864.

Hutchins was commissioned again on June 11, 1864, as a second lieutenant and assigned to Company C, 67th U. S. Colored Infantry; on July 12, 1865, with the consolidation of the 67th and 65th, he was assigned to Company H, 65th U. S. Colored Infantry.

The 65th U. S. Colored Infantry was assigned to garrison duty until mustered out on January 8, 1867. Hutchins mustered out with the regiment. He died in Bath, New York, on April 2, 1923.
