The 21st Missouri Infantry was organized from the 1st and 2nd Northeast Missouri Infantry Regiments in February 1862; George Fulton was promoted to captain from the ranks, and assigned as commander of Company E. He was promoted to major on August 3, 1864.

The 21st Missouri Infantry fought at Shiloh, Iuka, Corinth, Pleasant Hill, Tupelo, Nashville, and Fort Blakely.

Fulton resigned on December 11, 1864, to accept the office of sheriff in Knox County, Missouri.
